MEETING THE BASIC MATERIAL NEEDS OF ORPHANED AND VULNERABLE CHILDREN
The states are ranked on whether the minimum basic material needs of children age 5-17 are being met. Basic material needs are considered to be met if the child has a pair of shoes, two sets of clothes, and a blanket.
